OK, after further investigation, it's more complicated than just that
you get the odd behavior if the TOTALDISCS tag is used, because similar
behavior is caused by the DISCNUMBER tag. Here's a summary of the way
the tags seem to work.

(1) If there's no TOTALDISCS or DISCNUMBER tag, then an album is
determined by having the same values for the ALBUM and ALBUMARTIST (or
ARTIST, if there is no ALBUMARTIST tag -- I'm not going to keep
repeating this qualification) tags and by being in the same
subdirectory. This is the simple behavior that is the way WMA files
work and that has been described here as the way it's supposed to
work.

(2) If there is a TOTALDISCS tag but no DISCNUMBER tag, then an album
is determined entirely by having the same values for the ALBUM and
ALBUMARTIST tags. Track numbers and file locations are ignored.

(3) If there is a DISCNUMBER tag but no TOTALDISCS tag, then an album
is determined by having the same values of the ALBUM and ALBUMARTIST
tags and by having nonoverlapping track numbers. So files with the same
ALBUM and ALBUMARTIST tags can be caused to be separate albums if they
are given the same track numbers. But if they have different track
numbers, they will be considered by SBS to be different tracks of a
single album. File locations are ignored. Also, as an extra "feature,"
the label "Disc 1" is added in parentheses to the album title in the
Albums list. The disc number given I'm sure is the value of the
DISCNUMBER tag, but I didn't bother to check this.

(4) If there are both DISCNUMBER and TOTALDISCS tags, then the behavior
is as in (3), except that the "Disc 1" label is not added to the album
title in the Albums list.

The bottom line is that if you want album groupings to be determined by
file location as well as by the ALBUM and ALBUMARTIST tags, you must
remove the DISCNUMBER and TOTALDISCS tags. No doubt there are further
wrinkles that I haven't found, but I think this is basically right. I'd
like to know if anyone's experience differs.
