20/48 WAV is a very unusual, somewhat non-standard, badly supported
format that is of (very) limited use.
Best thing to do is to use Audacity to convert it to 24/48 FLAC. Full
audio quality is retained.

Converting 20 to 24 bit simply involves 4 zeroes being appended to each
word.
