No - that is just incorrect. It's absolutely not a matter of opinion.
If you send a 20-bit file to a 24-bit DAC or to an SB it WILL insert 4
zeroes at the end. Sorry. There's no resolution enhancement to be had
by making up values for any of the lowest 4 bits... which as we've
established from many earlier threads on this topic cannot actually be
accurately resolved anyway, and even if they could, they cannot be
heard. Dithering is for going down, not up!.
