I think your premise that artists have an intended difference between tracks 3 & 4 but not between 4 & 13 is false. In that case your suggested rule of applying album gain for sequential tracks is unnecessarily convoluted and unhelpful. Either applying track gain throughout, or applying album gain to consecutive tracks from the same album regardless of whether they are consecutive on the original album would be a more consistent solution imo.

And while there are many engineering travesties, there is also masterful work that is done, and it would be a shame to lump them together. Applying track gain may be appropriate for some basic compilations such as "Hits of the Eighties", but it's an overly blunt rule to apply to all compilations. I certainly wouldn't want a lot of my multi-artist compilations played with track gain. For example, Big Blue Ball (again) or any of the Putumayo collections. And what about live compilations, like Concert for George, The Last Waltz, or Tribute to Steve Goodman? If you jack up the gain on the soft tracks you'll get a noticeable jump in the audience noise between tracks as well.
