not sure, maybe set up tag options to read only id3v1 and see what
shows up?  My recommendation is to simply remove the id3v1 tags and
keep the id3v2.3 tags only. double tags can lead to problems and unless
you are burning CDs for use in automobile CD players, you're not likely
to need id3v1 tags for anything.

It is a little odd to do this in mp3tag.  First, I'd create a custom
column (right click on column headings, choose custom, create new with
title "Tag Type", then use this as the value:
%_tag_read%[ (%_tag%)]

make sure your mp3 tag options are set to:
read ID3v1 and ID3v2
write ID3v2.3 UTF-16
Remove id3v1 and APE

Then I'd load up all my files and sort on that column. Select all the
files. Hit SAVE FILES to make sure that All files have an id3v2.3 tag
(in case some of them don't).

Now select the files that have both id3v1 and v2 tags, and hit the big
red X (next to save icon on menu bar). This will remove the tags you
don't want based on the settings above.  (Note, some folks mistakenly
think that the tag options above will do this for them when they
save....but the deleting of tags with the "X" is required.)

Obviously test this on a few files to make sure you're doing it right.
