Seriously. I don't think you can really call it a bug. When you do a clear and rescan all folders are treated equally with the date of the files only used to order New Music. If the scan was required to check for the location of files before determining what to write in the database it would take significantly longer. A scan for new files is looking at date / time stamps first and foremost ie anything with a newer date / time than when it last ran. That's why a "new" Fleetwood Mac / Fleetwood Mac is treated differently.
