The easiest way to accomplish what your wanting to do is create a cart for each program part and use the scheduler or logedit to then schedule the carts in order.

ex: Program Open Cart # 009801
      Program Part 1 Cart # 009802
      Program Part 2 Cart # 009803
      Program Part 3 Cart # 009804
      .....
      Program Close Cart # 009899

you can then also create a group just for that program to help in managing the carts when you have to update them and for scheduling them.
