My understanding is that the decibel was defined as a measurement of power ratio, and the only meaningful use of it for a voltage ratio derives from comparing the corresponding powers. Otherwise, if the Boston Red Sox beat the New York Yankees 23 to 2, then how many dB down are the hapless New Yorkers?
