It does indeed.  This is part of the basic idea of an ‘Enterprise’ distro: to 
provide a plinth upon which vendors can build a custom solution.  That’s quite 
different from distros like Ubuntu, whose goal seems to be to make every 
possible application known to man available.  Each approach has its advantages 
and disadvantages.
