https://issues.apache.org/jira/browse/RIVER . Submit your stuff in
component "Unknown", we can later change the component if we have
decided upon a few.

I think a few suggestions have been made so far (such as JTSK,
ServiceUI, Contributions, just to get started), but for some reason some
things don't materialize.

and for the mentors, what are the permissions a committer has with
regard to the various JIRA 'administration' tasks?"

The comitter will have "developer" karma at first for JIRA, which should allow said committer to handle all project-related JIRA tasks. After some time, we can talk about JIRA admin privs.
