I think the best thing you can do is create an account (if you don't
already have one) by going to
https://issues.apache.org/jira/browse/RIVER . Submit your stuff in
component "Unknown", we can later change the component if we have
decided upon a few.
I think a few suggestions have been made so far (such as JTSK,
ServiceUI, Contributions, just to get started), but for some reason some
things don't materialize.

I think it has been expressed we needed some JIRA components. I created
a posting with the title "[PROPOSAL] Components for JIRA" but nobody
voted on that so that raised a question mark with me as well.
Maybe a bit more greasing of the wheels would be helpful ;-)
Also a question I raised in the past but that didn't get answered "BTW
and for the mentors, what are the permissions a committer has with
regard to the various JIRA 'administration' tasks?"
The comitter will have "developer" karma at first for JIRA, which should
allow said committer to handle all project-related JIRA tasks. After
some time, we can talk about JIRA admin privs.
