Yes, there are some text editors that do not support UTF-8. 
But I do not think that users of such editors write RELAX NG
schemas, since schemas are for professionals.  And I strongly
believe that the support of non-Unicode encoding introduces
tons of problems, as we have witnessed for HTML and XML.
