I think we can all agree that 15 seconds is enough time to sufficiently preserve battery, read the screen, and allow the user to understand that the screen isn't malfunctioning (having backlight fading on by default will help illustrate this as well), but that a timeout has occured which they can change if they want. Having it shorter or longer requires a sacrifice.
