For english.lang, the order is important, but for translations it is not (though having the same order in a translation can make it easier to maintain).
The reason the order of english.lang is important is to not break older voice files. New strings might not be voiced without a new voice file, but at least older (and unchanged) strings will be correctly voiced if all new strings are added to the end.
So provided things don't have to be stuck in particular areas of the lang file what I am planning to do is just copy and paste the various things that his patches need at the end of the file. Even if that makes it look untidy its only for my own personal use.
