I'm not a fan of this idea, it sounds like necessary complication to me 
which adds way more code that some settings in the .cfg. I also don't 
see the advantage over (hidden) .cfg settings.

My other concern is that we should focus on fixing the existing bugs 
before introducing even more features (related to the skin engine).
