I used to work in the credit processing industry and yes processors do charge for fail attempts.

Rodopi even tries cards that are expired, so you get charged for that, too! We manage it by checking failed credit cards twice a week. I create a ticket explaining why I took the account off auto ccard billing, set the customer to a mailed statement, e-mail the customer, then print a statement and the e-mail (for the ones who don't read e-mail) and mail that to the customer. If the card was "soft-declined" I let it try for a few more days. I have a folder of "canned" e-mails that I send, based on why the card was declined, so the whole process doesn't take more than a few minutes.
