There are several ways to describe the Use Case.  Two that come to mind are:
1.  "The customer identifies himself/herself to ATM Machine"
2.  "The customer identifies himself/herself to ATM Machine by inserting
plastic ATM Card"

Going with #1 leaves the implementation open (e.g. card reader, retinal
scan, fingerprint scan, etc), and is clearly the "what."  Option #2
constrains (assuming there is no requirement to use a plastic card) the
designer to implement some sort of card reading mechanism, and is clearly
(my opinion) "how" the identification occurs.

The whole "what" versus "how" has been debated for as long as I can
remember...

I have been giving a two hour presentation to introduce RUP to our project
teams. The presentation contains the ATM use-case model that is used in
most of the Rational training. I have been stressing that use cases
describe "what" and not "how". At the last presentation, a lively
discussion about having the bank customer insert his/her ATM card
constituted "how" and not "what". Has anyone encountered this situation and
what was the consensus?
