I fully agree with you, Gary.

In many ways how the user gets access to the system is more of the
"suplementary requirement" kind of requirement. I.e. nothing that
necessarely gives "value to the user", but is a requirement nevertheless.
Hence it migth be left out as a Use-Case all together, and added to the
model when starting the design (Use-Case realizations etc.). It is important
as you point out, that one only model functional requirenments that returns
something of value from the system to the user as Use-Cases, and leave the
rest for later. This is also the only way of ever keeping your number of
Use-Cases down at a preferrable level (I think RUP states a maximum of 20 or
so ?).
