I believe the issue has to do with use case goal levels. While performing 12
consecutive logins offers no "user-level goal" value to an actor, login
behavior is still necessary for enabling most user-level goals. Login use
cases for most businesses are really at the subfunction goal level (just
beneath sea-level, but not clam-level for readers of Alister Cockburn). Of
course if your business is developing operating systems that's another
matter!
