Depends on what you are trying to accomplish.
Rose isn't really intended for the 'wiring diagram' or 'flow diagram' you likely want to use to define your process. Use Case diagrams and sequence charts are a useful technique for capturing business processes (rules) and the like, but IMHO don't provide a birds eye view. I used a hierarchical drawing tool like Visio or MetaSoftware's MetaDesign for a lot of the process modeling I have done in my incarnations as a process improvement specialist. I would suggest using BPR tools or the IDEF0 (SADT) modeling notations at first, as they have the semantics for what you want to capture (IMHO, it has a religious aspect).
