To answer an original question: I would suggest to use Rose as a tool for
a process modeling. The benefits of using one tool with a standard UML
notation
are tremendous when it employed all the way from business modeling to
system design and construction. There is nothing in BPM that you would not
be
able to express with UML notation. But this is from practical, common sense 
point of view. Unfortunately, when people talk about things like this, it
became,
as Paul put it, "a religious" issue. Again, the practical point is that you
can do everything for business process modeling with UML and Rose. The only
exception
is a process simulation, but it is a topic for a separate discussion.

Depends on what you are trying to accomplish. 

Rose isn't really intended for the 'wiring diagram' or 'flow diagram' you
likely want to use to define your process. Use Case diagrams and sequence
charts are a useful technique for capturing business processes (rules) and
the like, but IMHO don't provide a birds eye view.

I used a hierarchical drawing tool like Visio or MetaSoftware's MetaDesign
for a lot of the process modeling I have done in my incarnations as a
process improvement specialist.
I would suggest using BPR tools or the IDEF0 (SADT) modeling notations at
first, as they have the semantics for what you want to capture (IMHO, it has
a religious aspect). Having captured organizations, processes, and
interactions I would move towards Use Case type analysis to extract the
information you want to use for system design or documentation.

Does anyone know whats the best tool in Rationl Suite for Process 
Modeling....some of our staff familier with BP Win but we are thinking to 
use Rational Tool Set for that because for other projects we are using Rose 
and ReqPro....any idea or advise would be appreciated.
