In my opinion, you should go with flow2. Flow1 models the users actions which are out of your control. If your model is meant for the end user, then flow1 can be used to explain how they should best use the system. But users don't follow rules :-) so rather focus your modelling around what you know you can control. Flow2 talks about the system validating the user's actions and responding appropriately.
