A tool is only really as good as the methodology it supports, you should be concentrating on selecting the appropriate methodology that best suites the way you want to estimate.

 

I have effectively used COCOMO, Function Points and FITA as tools to estimate projects.

 

All a tool would do is report very simple information, such as base lines for your estimates, calculations used, and the results. Given that I have found Excel to be perfect for the job, of both allowing you to play round with estimates and then present them as pretty charts

 

PS. For all those not aware of FITA, it stands for Finger In The Air !! ;-)

COCOMO as a methodology is fine but when it come to communicating your estimations to others in terms of reports or charts or figures a tool will be really handy.

Rational doesn't have an estimation tool, I would look at Cocomo.  McGraw-Hill  has a book by T. Casper Jones Estimating Software Cost that I use as a reference.
