There are several tools that support COCOMO.  One commercial tool can be found at http://www.softstarsystems.com/index.html  I haven't used it, so I don't know how good it might be.   Of course, the most definitive information and some free tools are available at the USC Center for Software Engineering web site, http://sunset.usc.edu/research/COCOMOII/index.html   J.D.
