COCOMO (COnstructive COst MOdel) is
indeed a methodology and a tool for estimating project budget and
time. It was first first published by Boehm in his 1981 book Software
Engineering Economics. Since then there have been revisions of the
model, with the latest being in 1998, I think. This is the Cocomo II model.
The revisions expanded on the assumptions of the original model, which was
strictly waterfall, and added estimations for language, platform, granularity of
input data, etc. The tool is available from http://sunset.usc.edu/research/cocomosuite/index.html
Enjoy, but don't forget - it's a tool which is only
as good as the assumptions that it's based upon.
