On the whole, I agree with you, but there are many who use these 
accounts who are also quite technical.  Up until yahoo dis-allowed 
free pop3 access to e-mail accounts they hosted, I used a yahoo 
account daily as a means to subscribe to mailing lists which were 
work related, but which I didn't want getting intermingled with my 
actual work e-mail.  The account I use now, for instance, is strictly 
for work-related e-mail which originates external to my company.

This is a great set-up for people who change jobs frequently like 
contractors or consultants who don't want to constantly subscribe/
unsubscribe from lists everytime they change location, and it also 
provides the ability to deal with this type of e-mail from anywhere 
at anytime.  Very often corporate e-mail accounts are *only* 
accessible while physically located on the company's network (or 
connected via VPN).

If I'm a contractor, I may be working at one location 2 days a week 
and another 3 days a week, and yet a third on certain nights/weekends.
If that's the case, why bother sub'ing to cciug or whatever at 3 or 
more locations.  Sub once, get it anywhere.

Of course, I doubt most hotmail users would ever think of this 
rational ;)
