It is, yes. I no longer remember the details, but I've encountered that before. I even knew what libfam was once. As far as building on Mandrake 9.1, the OP isn't alone. I've been trying to help someone off-list with exactly the same problem. Looks like the configure script is finding LADSPA when it isn't there. I never heard back from the other person whether he got over the next hurdle, so I have no idea whether that's the whole story or not.
