What should happen is:

 -- if the XML file specifies channel="something", then the key mapping 
combo is shown in the IPB only when a track assigned to that channel is 
selected

 -- if the XML file specifies lsb="something" msb="something" 
program="something", then the combo is shown in the IPB only when that 
program is selected

 -- if the XML specifies a channel attribute and the others as well, 
then it's shown only when a track assigned to that channel is set to 
that program

I think.  If you can summarise how the actual behaviour differs, that'd 
be very helpful as I'm just about out of time to look at this just at 
the moment.
