No, that's what should happen.

If you set the MTC mode to slave, then Rosegarden should sync to an incoming 
MTC stream.  The transport should start and stop when the MTC stream does.

If you set MMC mode to slave, then Rosegarden should also start and stop on 
incoming MMC events, although you will need MTC if you want to be sure of 
sync while the transport is rolling.  (Or MIDI Clock, but Rosegarden can only 
send that, not receive.)

In either case, it's probably a good idea to turn off JACK transport sync or 
horrible confusion may result.

This has all been tested, but perhaps not all that recently, and I've only 
tested it with other software (primarily Ardour).  I'll have another look and 
see if it's still working for me...
