Assuming 20:0 is the device in question and 129:0 is Rosegarden, then the 
device doesn't appear to be sending either MMC or MTC -- it's sending basic 
MIDI start/stop and clock, the one thing that Rosegarden doesn't slave to 
(although RG does also send these events).

Actually, it would be very easy to make Rosegarden respond to the start/stop 
events.  I'm not sure whether it's worth it if it doesn't also sync to the 
clock ticks, and that is much trickier and less likely to happen.
