LADSPA plugins do not handle midi data, there isn't (to the best of my knowledge) any standard midi plugin API for linux (DSSI takes midi events in input but not in output, am I rigth?). I am not sure if Rosegarden has such midi plugin interface (but I am not a Rosegarden developer). MusE sequencer has a midi plugin API but it is for realtime use. Good luck for your project.
