Look at RawNoteRuler (in svn).
The "up/down one voice" or whatever keyboard shortcuts are potentially

Alt + PageUp/PageDown (Tools -> Local Cursor -> Cursor Previous Segment or
Cursor Next Segment). All notes in the segments are selected when pressing
these keys. RawNoteRuler shows the start and end time of the segment and
draws the extent with the specified segment color.
Toward that problem, it occurs to me to put some kind of fast toolbar toggle

Interesting idea to use the segment color for different voices. The segment
color is already shown for the selected segment in RawNoteRuler. Current
segment could be black.
If they're overlapping, how can I change them independently? Problem. So

It easy already now. You cannot change segment, if you do not click outside
the extents of the segment.
However, if you are in doubt with the select tool in NotationView, you may
change the segment by pressing a note in an another segment. Then you need
to press Ctrl+A, and all notes in the segments are selected, after which you
can pick up the note of interest.
