Yes.  The notation is quite wrong based on the description.  Much older 
versions of Rosegarden rendered it correctly as described, e.g. with 
two voices simultaneously rather than alternating for that first pair 
of beamed groups you refer to.

The apparent regression was deliberate at the time, but I really should 
have updated the test file (I'd forgotten all about it -- so much for 
regression tests).

The layout code changed so as to explicitly _not_ attempt to do 
automatic voice-style layout when faced with notes that overlapped in 
time but were not notatable as chords (in this case because they were 
in different beamed groups, but alternatively because they had 
different durations or whatever).  The reason for the change was 
because the voice-style layout resulting from this simply didn't work 
properly most of the time.  If we couldn't get it right, it seemed 
better not to do it at all (and then, obviously, to do proper voice 
handling using a real voice mechanism at some point in the future...)

For what it's worth, I'm pretty sure the change followed a series of 
actual bug reports about erroneous overlaps from William and others -- 
it wasn't just a philosophical change.

Basically, the example in that test file is not something that should 
ever work in Rosegarden.  Those notes with overlapping timings that are 
not chords either need to become chords, or else to be marked as 
erroneous in some way until the user moves them out into separate 
voices.
