There is still a psychological aspect that justifies the first option if
there is no easy way to get signal when previously pressed
is pressed.

Think about TV sets and radios ~20 years ago. They had several channel
buttons. If you press one it will stay there, and already pressed button
would jump up. Maybe people are not going to try press a button that's
already "on".
