That's kind of the "globs of surrounding discussion" I mostly glossed over, I'm afraid, but I think in principle the accidental toolbar has no meaning unless you're in "insert [dotted] notes" mode, so if there's some reasonable way to wire it all up so it... Well, I don't know really. I've had a lot to digest over the last couple days, and I'm behind. I dreaded turning on my monitor this morning.
