If you have a velocity ruler open, you'll see the panner behaviour is different to the matrix view. The control rulers draw the rectangle specified by the panner. The matrix's (Panned) slotSetPannedRect uses centerOn(pr.center) to centre the view on the same centre as the requested rectangle. This limits the panned rect to be within the scene meaning that it doesn't follow the panner when it's dragged off the scene. I noted when I wrote this that my preference would be for the panner to restrict movement to the scene. I've tried changing slotSetPannedRect in Panned to setSceneRect(pr) and that means that the matrix view stays in sync with the control rulers as expected and can be cleanly dragged off the scene.
