Yes, that's right.  I see there could be a problem if the device doesn't
exist at boot time.  Is the problem that rpcemu creates the tap0 device and
it immediately is configured for IPv6, which clashes with how rpcemu sets it
up.  Or does the tap0 device need configuring in any case?

I've had a quick Google... try installing the uml-utilities package and
playing with tunctl.
