The difference is very much related to the practicality of automatic (i.e. non-administered) renumbering. Which is why renumbering still needs work. We (the authors) will revise draft-carpenter-renum-needs-work-00.txt shortly, so comments are still welcome. I'm thinking we should be clearer about the distinction between automated and administrative actions in the draft. If we can show that some aspects of renumbering are intrinsically impossible to automate, some classes of solution will vanish for sure.
