There's a few points of clarification needed here: first, our recommendation went to the IESG, not to the IAB. Second, that recommendation has already been delivered. What we're talking about now is producing the formal supporting documentation. Third, our recommendation does NOT include a path forward within the IETF, as that's an internal IETF matter.
