Tony,

Thanks for the opportunity to comment.  The biggest issues I've ever had
with this document was that it doesn't really explain what a first class
element is in this context, and the Wikipedia definition is, well,
wanting.  If you could provide a more detailed example of what you mean,
perhaps it would be clearer.  Yes, you mention tunneling, but I would
suggest more detail would be helpful.
