I suggest that we set the core policy as I indicated and rely on the per-stream policy override clause to cover any divergence from that.
I would very much like to avoid per-stream *policy* divergence. For there to be that sort of divergence, I would ask that someone demonstrate that there exists that *policy* divergence today in a meaningful way, and that there be at least a substantial reason for the divergence to continue.
Why is this important? Most readers don't even know what streams are, and so we should not attempt to slice the meaning of author across them.
Taking that one step farther, we should avoid inventing new concepts around authorship. I think Brian's draft does not run afoul of that aspect, but I would want to re-read it a great many more times before moving forward.
All of this having been said, I am supportive of per-document exceptions in some limited cases that the streams can oversee. That should provide sufficient flexibility while upholding an editorial standard.
