I'd draw a different conclusion. We really need a better way to update our standards. It would be nice if one wanted to implement, say, a mail server, one could look at one SMTP standard rather than RFC 5321 and about a dozen other RFCs that update or extend it. (We're about to publish 5321bis but it took over a decade and the list of external extensions is no shorter.) Other SDOs manage to publish updated editions of their standards with a process to add or change parts of them without having to reissue the whole thing. I realize this is a bigger discussion than whether to put Updates: or Amends: in the XML header, but I think it's a real problem we've been avoiding for a very long time.
