Hmmm... OK, so this is a version without output batching support (v5+) and without background writer (current v4-beta). So I do not really see how rsyslog could request this writing (other, of course, than by using the sync calls). Could you create a debug log? I'd try to dig through it. But I'd actually think that it has something to do with the way NFS parameters are set.
