I have been involved with this...

Tim should have mentioned that it is actually a RHEL 7 only problem,
CentOS 7 interstingly works. A difference between the two is that
CentOS still uses Oracle's MySQL while RHEL7 has already switched to
MariaDB -- what of course should not make any difference.

It doesn't even try to. The library init fails.  So no further
diagnostics is available. An strace does not reveal any problems with
locating or reading libmysql (I don't have the exact name at hand,
today is a public holiday over here and I don't have the test env with
me).

My conclusion so far is that this is something either really strange
or a bug in the build system.
