That resolved the compression issue.  Thank you.

It works great if we forward to tcp/514, but we can't change the port from 514 
to the actual listening port of the SEIM on tcp/10000.  I can telnet to the 
SEIM on port tcp/10000 from the rsyslog server so I know it is listening.  
Tcpdump shows my connection attempts, but rsyslog appears to not even attempt 
the connection.

This is the config for the forwarder.
