I was able to fix this problem on my RT.
FWIW if anyone else is still having a problem:
When I tried to use the CLI /opt/rt3/bin/rt it kept giving me errors
related to the Util.pm file.
I deleted the file
/usr/lib/perl5/5.8.8/i386-linux-thread-multi/Scalar/Util.pm, then
downloaded Scalar::Util and manually installed it.
Restarted httpd and now everything is back to normal.-
