Andrew, Do you want this to happen automatically for all Queues in RT or just certain Queues?
If ALL Queues, RT has a RT_Site_Config.pm setting for that. If "Queue-by-Queue", there is scrip code in the wiki for that. This code is for "Cc', but you could modify it for "AdminCc".
