Those Scrips were replaced in about mid-3.8 with
RT::Approval::Rules::*. You shouldn't need to copy them anywhere in
order to use Approvals. You'll want to modify the Templates as needed
and set up your CreateTickets scrip to actually create the Approvals
tickets.
