I chaged this in RT_SiteConfig.pm: (from Respond to Comment), restart the
httpd service and works.

Set(%Lifecycles,
.....

           'new -> rejected'  => {
                label  => 'Reject', # loc
                update => 'Comment',
            },
......

            'open -> rejected' => {
                label  => 'Reject', # loc
                update => 'Comment',
            },
.......
    approvals => {
.......

           'new -> rejected'  => {
                label  => 'Reject', # loc
                update => 'Comment',
            },
......

            'open -> rejected' => {
                label  => 'Reject', # loc
                update => 'Comment',
            },
