A doctor is not allowed to practice medicine until he has met the
qualifications, no hospital has the chance to hire him, because he is not
qualified. He is denied the potential for employment in the medical
profession.

Nobody under the age of 35 is allowed to run for President because they have
not met the qualifications. Nobody is saying they can't run after they meet
the qualifications, but until then, they have to seek other employment. They
are denied the potential for employment as President of the USA.

This list could go on and on all the way down to some neighborhood store
that requires a high school diploma to be considered for employment. Nobody
is saying that a person without a diploma can't work where they are
qualified, they are just denied the potential for employment at his place
till they meet the qualifications.

The NFL is not saying that Clarett can't play, they are just saying that he
has to wait until he meets the qualifications that they have previously had
in place. He is free to work elsewhere where he is qualified until that
time.
